By-Laws of the WESN Executive Board

This document shall serve as the chief instructions for operation of WESN by the WESN Executive Board. The terms of these By-laws of the WESN Executive Board shall be interpreted in conjunction with the WESN Constitution and represents the document named in Article II, Section 1 of the WESN Constitution.


All applicants for WESN Executive Board positions and standing members be WESN members in good standing in accordance with the terms of Article I and Article III, Section 2 of the WESN Constitution.


No person may hold multiple Executive Board positions at once except on an interim basis as explicitly approved by the WESN Executive Board or as temporarily appointed by the WESN Station Manager.


In accordance with Article II, Section 2 of the WESN Constitution, the WESN Executive Board shall consist of:
Station Manager;
Program Director;
Music Director;
News Director;
Public Service Director;
Technical Director;
Office Manager;
Promotions Director;
Urban Music Director;
Metal Director;
Local Music Director;
Members Emeritus as provided for later in this document.


Vacant Executive Board positions not pursuant to selection procedures of Article III of the WESN Constitution shall be filled accordingly:
Applications, which shall serve as applications for general WESN membership should the applicant not already be a member, shall be made available to all members of the IWU Community;
Interviews shall be given to all applicants;
The existing Executive Board shall, in a secret ballot vote, select the new Executive Board member by simple majority.
Under special circumstances, a two-thirds super majority vote of the existing Executive Board may overrule these selection requirements. Applicants not selected to the Executive Board and not already members of WESN shall remain members of WESN until that membership is officially terminated, in accordance with Article I of the WESN Constitution.


All Executive Board members are entrusted with the duty of ensuring the efficient, continuous function (especially broadcast) of WESN, in particular following the terms of Article II, Section 3 of the WESN Constitution.


In accordance with Article II, Section 5 of the WESN Constitution, the Program Director shall coordinate the main WESN block schedule at the beginning of each semester, with necessary assistance from the WESN Executive Board.


There shall meet regularly these WESN Committees: News Staff, Public Service Staff, Engineering Staff, Promotions Staff, Music Review Staff, Concert Staff. These committees define the station committees members are required to serve on in accordance with Article I, Section 5, subsection ii of the WESN Constitution.


The News Director, in conjunction with the News Staff, shall be primarily responsible for all News-oriented programming.


The News Staff shall be directed by the News Director and shall be open to all WESN members in good standing.


The Public Service Director, in conjunction with the Public Service Staff, shall be primarily responsible for ensuring that WESN fulfills the FCC requirement of performing a public service.


The Public Service Staff shall be directed by the Public Service Director and shall be open to all WESN members in good standing.


The Technical Director shall work in conjunction with the Station Manager, the Executive Staff, and the Engineering Staff to deal with internal engineering matters and to do whatever possible to maintain the smooth functioning of all WESN equipment.


The Engineering Staff shall be directed by the Technical Director and shall be open to all WESN members in good standing. The Station Manager, Program Director and all other Executive Board members who maintain staffs that will require engineering as sistance either off- or on-air are expected to attend Engineering Staff meetings.


The Office Manager shall:
Maintain the WESN Music Library;
Maintain the WESN Membership roster;
Maintain the schedule of all Staff office hours.


The Promotions Director, in conjunction with the Promotions Staff, shall be primarily responsible for:
The external promotion of WESN events to the IWU and local communities;
The internal promotion of WESN programming over the airwaves.


The Promotions Staff shall be directed by the Promotions Director and shall be open to all WESN members in good standing. The Local Music Director and at least two other Executive Board members are expected to attend Promotions Staff meetings.


The Urban Music Director, Metal Director, and Local Music Director shall work with the Music Director to perform his duties as listed in Article II, Section 6 of the WESN Constitution, with special regard towards their named specialties.


The Music Review Staff shall be directed by the Music Director; shall consist of the Music Director, the Urban Music Director, the Metal Director, and the Local Music Director; and shall be open to all WESN members in good standing.


The Station Manager and the Music Director shall have the authority to appoint musical genre directors without Executive Board standing to serve on the Music Review Staff. These genre directors may include but are not limited to: Jazz Director, Clas sical Director, RPM Director, World Music Director, Punk Director, Ska Director, Insurgent Country Director, Bluegrass Director, and Blue Moon Director.


Genre directors defined in Clause 19 may hold other formal WESN positions, including Executive Staff positions.


The Local Music Director shall maintain the weekly Champaign-Urbana-Bloomington-and-Normal-Shows [CUBaNS] List.


The Concert Staff shall be co-chaired by the Station Manager and the Local Music Director and shall be responsible for the venue operations of WESN-sponsored concerts. The Music Director is expected to attend Concert Staff meetings.


The WESN Executive Board shall serve as the de facto Concert Selection Committee. The rules for concert selection shall be at the discretion of the WESN Station Manager, subject to WESN Executive Board approval.
