Scobey was born in Hamilton, Ohio and was 18 at the founding of Sigma Chi. Along with Runkle, he was considered one of the leaders of the rebellion in DKE. He was the prime member of the Fraternity on which the Spirit of Sigma Chi was based. He is best remembered for the enthusiasm and encouragement he brought to the Founders group.
Following graduation, he studied law and was admitted to the bar. Overcoming increasing deafness, he engaged in newspaper editorial work in Hamilton during the Civil War. He died in 1888 and was buried in Greenwood Cemetery in his hometown.
